We develop a general equilibrium business cycle model with imperfectly observed neutral and investment-specific technology shocks. The model response to neutral technology shocks is similar to the response in an environment with perfect information. However the response to an investmentspecific shock is more persistent and depends on the distance between agent expectations and actual values at the time of impact. An erroneous signal about technology —a "noise shock" —also alters agent behavior persistently, even when the underlying fundamentals governing the economy are unchanged, and even when the noise is not persistent.
